Looking for Help Building a Customized Personal Website in the UAE, Where Do I Start?

I’m based in Dubai and have been thinking about building a personal website for a while. I work in a competitive field, and I’ve noticed that more professionals here have their own site showcasing their portfolio, experience and achievements. Right now, all I have is a LinkedIn profile, and I’m starting to feel it isn’t enough to stand out.
The problem is that I’m not technical at all. I’ve tried a couple of drag-and-drop website builders, but everything I make ends up looking generic, like a template that a hundred other people are also using. I’d really like something customized that reflects my own personality and brand rather than a cookie-cutter layout.
Before I commit to anything, I’d love some advice from people here who have already gone through this:
